No doubt that the VA gathered some of the finest minds around in creating this document. No doubt VA spent countless dollars and long years on this project. I&#039;m sure there was good intent on the part of those minds who participated in the creation. As far as good intent on the part of the VA- No way. In all likeliness intent was a last minute decision based on VA&#039;s own political or public relations needs as opposed to the needs of veterans.

In any event, VA once again shows that they do not have a handle on the needs or an understanding of the spirit of the American Veteran.</description>
