For thousands of combat-disabled veterans, an outdated policy creates a frustrating financial injustice. If they receive disability compensation from the VA for service-connected injuries, their military retirement pay is often reduced, especially for those medically retired before 20 years of service with less than a 50% disability rating. This is the “wounded veteran tax.”

The Major Richard Star Act, named for a decorated combat veteran, aims to fix this. It would allow these heroes to receive both their full military retirement and VA disability compensation without offset. These are distinct benefits for distinct reasons: retirement for service, disability for injury.

This bipartisan bill has strong support and would restore fairness for over 50,000 veterans and is being pushed for inclusion in the annual defense bill (NDAA).
